Manitowoc Police Department gang unit run in with juggalo gang

Instances of persons wearing symbols related to the Juggalo gang on T- shirts and the appearance of
symbols related to the Juggalo gang on bumpers stickers on vehicles have been noted by Gang Task
Force members in Manitowoc. While the sighting of these symbols on clothing or vehicles does not
necessarily mean the persons sporting these shirts and symbols are Juggalo gang members, it does mean
that more persons locally appear to be identifying with the Insane Clown Posse, which gang members
affiliated with the Juggalos and Juggalettes (the female version of these gang members) follow closely.
The Fox Valley has for several years had numerous problems with the Juggalo/Juggalette gangs. This
will also need to be an issue that Gang Task Force members will need to watch closely so potential
members can be identified quickly should problems begin to arise.

‘Juggalo’s’ lawyer wants murder case dismissed

The attorney for one of two men charged in the February 2009 murder of an East Stroudsburg Crime Watch member wants the case dismissed on grounds of insufficient evidence.

Ian Seagraves, 18, and Shawn Freemore, 20, both of Cresco, are charged in the fatal stabbing of Michael Goucher, 21, of East Stroudsburg, in Price Township.

Freemore met Goucher online and lured him with the promise of a sexual tryst to a location in Price Township, where Freemore and Seagraves planned to rob and kill him, according to information and evidence gathered by police. Goucher arrived at that location and was murdered, after which his body was covered with snow in a wooded area.

His body was found about a week after he was reported missing.

Police said both defendants admitted to being Juggalos, members of what some call a gang that listens to music with violent lyrics.

Seagraves and defense attorney Joe D’Andrea of Dunmore appeared before President Judge Ronald Vican in Monroe County Court for a hearing on pre-trial motions Wednesday.

D’Andrea is calling for the case against Seagraves to be dismissed on grounds of insufficient evidence.

If the case is not dismissed, D’Andrea is requesting the case be tried in a venue outside of Monroe County, due to publicity, and has filed a petition asking the case be decertified from adult to juvenile court. Seagraves was 17 at the time of the murder.

D’Andrea also requested that certain statements Seagraves allegedly made to police when questioned, after being read the Miranda warning, be suppressed and not brought up during trial.

A date will be set for Seagraves and Freemore to be tried together, pending Vican’s decision. The two are being held without bail in county jail, but not at Monroe County Correctional Facility, where Goucher’s uncle works.

Three felony charges have been filed in Muskogee County District Court against the woman accused of taking an 11-year-old boy from a Muskogee apartment complex Monday.
Bond has been set at $150,000 for Felisha Marie Wilham, 21. She will be in court April 15 for a sounding docket. At that time, a date will be set for a preliminary hearing.

She is charged with:

• Abduction of a person under 18.

• Child abuse by injury.

• Contributing to the delinquency of a minor.

All three are felonies, carrying penalties ranging from one year to life in prison and fines, or both.

The charges allege Wilham lured Jacob Southern to go to Tulsa with her and “to be a member of or in furtherance of the Insane Clown Posse gang.”

The child abuse count alleges she endangered the child’s health and safety by hitchhiking to Tulsa with him, allowing him to sleep in an abandoned house in Tulsa “with the homeless and others of a questionable backgrounds and involved in gangs” and that he contracted scabies while in her company.

Scabies is a contagious skin disease caused by a species of a very small mite.

In addition to being held on the charges stemming from the abduction, the bond Wilham posted less than 30 minutes before the abduction on a burglary charge has been revoked and she is being held without bond on that count, according to court records.

She also is charged in a third case, a charge of grand larceny from 2009, accusing her of having stolen a motorized shopping cart from a local store. She has waived preliminary hearing in that case.
